Planned civilian advisory practice

Lot-level integrity risk assessment for U.S. civilian electronics manufacturers

The planned company would help civilian electronics manufacturers decide how much evidence and testing a specific lot of electronic components needs before it enters production.

The decision this work supports

Shortages and obsolescence push electronics manufacturing services (EMS) providers and original equipment manufacturers toward independent distributors and brokers, where suspect counterfeit and nonconforming parts circulate. The question a quality or purchasing manager then faces is specific to one lot: what evidence is needed to justify trusting this particular lot, from this source, for this application?

Why lot-level evidence

ERAI, Inc. reported that 85.2% of the parts reported to it in 2024 and 81.1% in 2025 had not appeared in earlier reports. A lookup in an incident database therefore cannot by itself show that a given lot is sound.

These figures come from voluntary reports. They provide industry context; they do not measure market-wide counterfeit incidence and do not test the methodology described on this site.

Four working principles

Independence

No component sales. The practice would not sell, broker or hold the parts it reviews.

Evidence-based tiers

Each assessment records a risk tier, the confidence of the evidence, a recommended verification depth and a recommended disposition.

The client decides

The output is advice. The acceptance decision stays with the manufacturer and is recorded as its decision.

Independent laboratories

Testing would be performed by an ISO/IEC 17025-accredited laboratory selected and contracted by the client.

Independent evidence chain

Client

Supplies the offer, supplier documents, lot and date codes and the application’s requirements; makes the final decision.

Laboratory chosen by the client

Performs the inspection and testing the client orders, within its confirmed scope of accreditation.

Data sources

Lifecycle and incident information used under ordinary subscription terms, as context for the lot record.

Assessor

Assembles the evidence, recommends verification depth and records the reasoning in a retrievable lot record.

Scope. Civilian manufacturers only. Defense-related work, government contracts, civil aviation and space are excluded.
